To provide a method capable of manufacturing N-substituted-O-substituted thiocarbamate using a compound of which handling is easy, and manufacturing isothiocyanate by heat decomposition of the N-substituted-O-substituted thiocarbamate.SOLUTION: The invention relates to a method for manufacturing isothiocyanate using organic primary amine and thiourea as raw materials, including a process (A) for reacting the organic primary amine and the thiourea to manufacture a compound having a thioureide group, and ammonia; a process (B) for reaction the compound having the thioureide group and a hydroxy compound to manufacture N-substituted-O-substituted thiocarbamate and ammonia and separating the ammonia; and a process (C) for thermally decomposing the N-substituted-O-substituted thiocarbamate to manufacture isothiocyanate, in which the hydroxy compound is an aromatic hydroxy compound.SELECTED DRAWING: None
