To provide a water bottom observation system enabling a water bottom to be observed with a relatively simple configuration and a water bottom observation image processing program.SOLUTION: The water bottom observation system comprises: a sequential numbered still image conversion part 81 which converts each of a plurality of image data 11-1 photographed with a plurality of photographing means into a plurality of still images continuing along a time axis; a quantifying part 82 which quantifies a degree of blurring of the converted still-image; a low blurred image selection part 83 selects a low blurred image equal to or less than the predetermined value in degree of blurring from among the still image converted by the continuously numbered still-image conversion part 81 based on a degree of the quantified blurring; and a 3D object generation part 84 which generates a stereoscopic topographical map based on the selected still-image and external orientation data 12.SELECTED DRAWING: Figure 3
