To realize efficient low-latency communication in a network using PON.SOLUTION: An OLT includes: synchronization state determination means; allocation time optimization means; and allocation number optimization means. The synchronization state determination unit determines a synchronization state between each ONU and a lower-level connection device as complete synchronization, semi-synchronization, or asynchronization. The allocation time optimizing means determines allocation time for allocating an allocation bandwidth so that waiting time of uplink data is within allowable delay time for a fully synchronized ONU. The allocation number optimization means determines an allocation time zone in which the allocation bandwidth is allocated for a semi-synchronous ONU and determines the number of allocations to which the allocation bandwidth is allocated in the allocation time zone so that the waiting time of the uplink data is within the allowable delay time. The allocation number optimization means determines the number of allocations to which the allocated bandwidth is allocated over an entire time zone of one DBA cycle so that the waiting time of the uplink data is within the allowable delay time for the asynchronous ONU.SELECTED DRAWING: Figure 2
