To provide a planning assist device and a healthcare planning assist system facilitating a planning of attractive product or service by efficiently utilizing the knowledge of multiple organizations or individual person and other information when a planning of the product or service is to be assisted.SOLUTION: A planning assist device includes: a storing unit 12; element information obtaining means for obtaining element information and storing the element information in the storing unit 12; utilization information providing means for providing, to a planner, at least some pieces of the element information stored in the storing unit 12 for the purpose of utilization in planning of a product or service; and planning information obtaining means for obtaining planning information that is information on the product, the service or the combination thereof which are planned by the planner on the basis of a piece of or multiple pieces of the element information, and storing the planning information in the storing unit 12.SELECTED DRAWING: Figure 4
