To determine normality of a monitoring target properly by a learnt model even when a size of teacher data is small.SOLUTION: An image acquisition part acquires image data in which a normal monitoring target is imaged. An image processing part generate a plural pieces of replica image data by conducting different image processing accompanying a change of color tone on the image data within a range not exceeding a normal range of the monitoring target. A learning part makes a model learning using the plural pieces of replica image data as teacher data so that a value to be used in determination of normality of the monitoring target is outputted from the image data imaging the monitoring target.SELECTED DRAWING: Figure 1
