Provided are: a protective cover for a horizontal pneumatic fender, that suppresses adherence by water surface oil and swelling deterioration of a fender; a horizontal pneumatic fender; and a usage for a horizontal pneumatic fender. A detachable protective cover 2 comprising a protective layer 3 and an attachment section 4 is attached to a horizontal pneumatic fender 1A. The protective layer 3 covers the entire outer surface of at least a trunk section 1a of the pneumatic fender 1A and an outer surface constituting half of the total area of mirror sections 1b area on the outside, in the radial direction, of each mirror section 1b. When oil C is floating on water in which the pneumatic fender 1A is placed, the oil C and the range coated by the protective layer 3 of the pneumatic fender 1A are separated, by the protective layer 3.
