PROBLEM TO BE SOLVED: To provide a heart rate measuring device, a heart rate measuring method, and a heart rate measuring program capable of automatically returning to a normal heart rate measuring operation in an appropriate timing and measuring a heart rate well even when a heartbeat signal at a heartbeat sensor is not detected, and reducing power consumption.SOLUTION: When a chest device is properly attached and a heart rate cannot be measured due to a defective attachment or the like of the chest device to a body, a sampling operation of a heartbeat sensor is operated after being stopped once to redetermine whether or not it is possible to perform a heart rate measurement and thereby reducing power consumption.
