To provide an arrangement position determination method for a vortex generator to a windmill blade capable of reducing a drag penalty caused by installation of the vortex generator while suppressing exfoliation of a flow along a surface of the windmill blade, and a windmill blade assembly.SOLUTION: An arrangement position determination method for a vortex generator to a windmill blade includes the steps of: regarding a first region in a mounting range of the vortex generator in a blade length direction, while defining an inflow angle of a wind to the windmill blade as a reference, determining an arrangement position of the vortex generator at an angle position that is displaced at a specific angle towards a rear edge of the windmill blade; and, regarding a second region closer to a blade tip than the first region in the mounting range, determining the arrangement position of the vortex generator at a position between an exfoliation position of a flow on the surface of the windmill blade under a rating wind velocity condition and a transition position of the flow on the surface of the windmill blade under a variable velocity operation condition of a windmill comprising the windmill blade.SELECTED DRAWING: Figure 8
