PROBLEM TO BE SOLVED: To easily determine a threshold value.SOLUTION: A facility in-and-out determination device 100 includes: a wave detection unit 20; a data storage unit 40; a threshold-value determination unit 50; and an in-and-out determination unit 60. The wave detection unit 20 detects a wave output from a mobile terminal, the data storage unit 40 stores information set on the wave detected by the wave detection unit 20, the threshold-value determination unit 50 determines a threshold value by performing statistical processing on storage data AD in the data storage unit 40, and the in-and-out determination unit 60 determines whether the owner of the mobile terminal is in or out of the facility based on the threshold value.SELECTED DRAWING: Figure 3
