To provide a technology in which a mobile body can be moved efficiently in consideration of a possibly occurring incident.SOLUTION: A route setting device, which is applicable to a mobile body running in a prescribed area, comprises a data acquisition unit 21B and a running route setting unit 23. The data acquisition unit 21B acquires incident information including incidents that occurred in a prescribed area in the past and the relevant information. The running route setting unit 23 performs a setting of target arrival time for making the mobile body arrive at an incident occurrence point and a setting of the running route of the mobile body based on the incident information.SELECTED DRAWING: Figure 2
