The present invention makes it possible to reduce the variation in reception quality of a plurality of signal sequences when the plurality of signal sequences from a plurality of light sources are each transmitted by a different modulation method. An optical signal generation device (1) is provided with: a signal modulation unit (11) that generates a plurality of modulated signal sequences by modulating a plurality of transmission information sequences using a plurality of respectively corresponding modulation levels; a signal change unit (12) that determines, on the basis of the plurality of modulation levels corresponding to each of the plurality of modulated signal sequences, a plurality of first strength values which are the amplitude values and/or the power values for the plurality of modulated signal sequences, and changes the plurality of modulated signal sequences in accordance with the plurality of first strength values; and a signal multiplexing unit (14) that generates a plurality of signal sequences by time-multiplexing the changed modulated signal sequences and identification signals. The signal change unit (12) determines the plurality of first strength values such that the modulation level increases as the modulated signal sequence becomes bigger, within the plurality of modulated signal sequences.
