PROBLEM TO BE SOLVED: To provide an on-water observation device capable of performing stable observation even at a place such as the lower surface side of a pier or an inclined pile where approaching or entrance/exit of a manned ship is difficult and executing marking to visually grip the deterioration state of a structure, and a structure inspection method using the same.SOLUTION: An observation camera 3 and marking means 5 are installed on an on-water moving body 2 via an oscillation suppression type support base 20. The oscillation suppression type support base 20 includes gimbal means for supporting the observation camera 3 or the marking means 5 to be horizontally or vertically rotatable, gimbal control means for controlling a gimbal mechanism, and oscillation detection means for detecting the oscillation of the observation camera 3 or the marking means 5. The gimbal control means includes correction control means for automatically control the gimbal mechanism so as to maintain the observation camera 3 or the marking means 5 in a desired direction on the basis of the detection information from the oscillation detection means.SELECTED DRAWING: Figure 1
