To efficiently determine the time for changing assignments commonly in an entire network in a technology for assigning facility resources of the network to traffic demands.SOLUTION: A facility design device configured to assign facility resources of a network to traffic demands comprises: input means for inputting network configuration information, facility cost information and the traffic demands; and calculation means for calculating a predetermined number of setting change times as a setting change time for changing settings of the facility resources by solving an optimization problem for minimizing facility cost of the network under a constraint condition based on the network configuration information, the facility cost information and the traffic demands. The calculation means determines and adds one by one a setting change time that is most effective for reducing the facility cost by being added.SELECTED DRAWING: Figure 5
