PROBLEM TO BE SOLVED: To provide a physical distribution base management device, a physical distribution base management system, a physical distribution base management method and a program, capable of suppressing congestion at a physical distribution base.;SOLUTION: A physical distribution base management device 2 includes a congestion determination part 21, and a congestion notification part 22. The congestion determination part 21 determines a degree of congestion in terms of the number of transportation vehicles staying in the physical distribution base.
