PROBLEM TO BE SOLVED: To provide a cell reconstruction technique for coping with a communication demand from a vehicle or the like.SOLUTION: A cell integration separation calculation device comprises: a vehicle speed acquisition part that acquires a moving speed of a vehicle that moves in a cell; a cell information acquisition part that acquires cell information related to the cell; an usable average time calculation part that calculates an average time in which the vehicle can use the cell on the basis of the moving speed and the cell information; a before changed evaluation calculation part that calculates an average band usable for a unit time by one user as a before changed evaluation value on the basis of the average time and an area of the cell; and an after changed evaluation value calculation part that calculates the average band as an after changed evaluation value when the cell is reconstructed; and a cell integration separation determination part that compares the before changed evaluation value and the after changed evaluation value, and determines the reconstruction of the cell when the after changed evaluation value is larger than the before changed evaluation value by a predetermined threshold value.SELECTED DRAWING: Figure 2
