PROBLEM TO BE SOLVED: To provide a technology map generation apparatus, a technology map generation method, and a program capable of generating items generated by summary gathering regardless of a meaning of the item such as "other".SOLUTION: A technology map generation apparatus 1 includes a document information storage unit 111 storing a document identification that identifies a document and document information, an item acquisition unit 12 for acquiring an item term that can be an item of one or more axis that analyzes two or more each of pieces of the document information and configuring a technology map, a classification unit 13 determining a correspondence between the item term and the document information, and an item aggregation unit 14 changing the two or more item terms that satisfies a predetermined condition into one changed item term by using a result of the classification unit. The document information corresponding to the item term aggregated by the item aggregation unit 14 is associated with the changed item term.
