To easily converge a learning to determine the optimum values of parameters showing an operational status of a plant in a shorter time.SOLUTION: A plant control support device comprises: a segment selection unit for selecting a segment that learns to determine the optimum values of parameters showing an operational status from among segments constituting a plant; a reward function definition unit for defining a reward function to be used for the learning; a parameter extraction unit for extracting target parameters for the learning in the selected segment on the basis of the input-output information of a device to be used in the plant and the segment information about the configuration of the device included in the segment; and a learning unit that learns to determine the optimum values of the parameters showing the operational status for each segment on the basis of the reward function and the extracted parameters.SELECTED DRAWING: Figure 3
