PROBLEM TO BE SOLVED: To provide an operation management system and an operation management method capable of determining where and how much a work apparatus is operating.;SOLUTION: An operation management system comprises a first communication device, a second communication device, and a third communication device capable of communicating with each other. The first communication device includes a first acquisition part for acquiring atmospheric pressure information indicating an atmospheric pressure of a place where works are performed by a work apparatus to be used when constructing a multi-layered structure and operation information indicating whether the work apparatus is operating or not. The second communication device includes a second acquisition part for acquiring reference floor atmospheric pressure information indicating an atmospheric pressure of a reference floor to be a reference in a height direction in the structure.
