PROBLEM TO BE SOLVED: To improve the response regarding control of output power.;SOLUTION: A first acquisition unit (second communication unit 12) acquires the actual value of an output power P1 of a power generation system 100. A second acquisition unit 13 acquires the actual value of a reverse flow power P2 reversely flowed to a power system 104. A generation unit 21 generates a command value CMD of the output power P1. The second communication unit 12 (output unit) outputs the command value CMD to the power generation system 100. The generation unit 21 adds a feedback amount corresponding to the actual value of the reverse flow power P2 to the previous command value CMD to generate the current command value CMD. The generation unit 21 adds a feedback amount to the actual value of the output power P1 instead of the previous command value CMD based on the comparison result obtained by comparing the magnitude of the previous command value CMD and the actual value of the output power P1 to generate the current command value CMD.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2019,JPO&INPIT
