To convert a shipment instruction on a paper medium into text data to provide shipment instruction data for inspection for a handy terminal.SOLUTION: The mis-shipment prevention system of the present invention includes an OCR unit for converting shipment instruction information on a paper medium into a text, and a mis-conversion correction unit. The mis-conversion correction unit performs a first process of extracting characters whose character type is other than a symbol from texted product codes and generating a first character string in which digits whose character type is a symbol are packed and aligned, a second process of collating digits of individual characters in the first character string with digit information, inserting a specific insertion symbol at a position of the first character string corresponding to the digit in the digit information whose character type is a symbol, and generating a second character string matching with the digit information, and a third process of, when individual characters in the second character string whose character types other than a symbol do not conform to the character type based on a correlation between each character in the second character string and the character type of the digit information, replacing the unconformable characters with correction characters corresponding to preset character types to generate a third character string.SELECTED DRAWING: Figure 1
