To provide a speech response device, a speech response system, and a speech response method and program that reduce a possibility that a response to a speech other than a speech that a user voices is made.SOLUTION: A speech recognition server 4 comprises a speech acquisition unit 41, a comparison unit 44, a specification unit 45, and a processing unit 46. The speech acquisition unit 41 acquires an external speech. The comparison unit 44 compares an external speech that the speech acquisition unit 41 acquires with a comparison speech. The specification unit 45 specifies a predetermined speech included in the external speech that the speech acquisition unit 41 acquires according to a result of the comparison by the comparison unit 44.
