A method, apparatus, and computer program product for managing a plurality of VPN tunnels between a first cloud and a second cloud in a hybrid cloud environment are provided. The VPN manager receives a request from a first cloud application that is in a first cloud. The request includes a first set of requirements for the first VPN tunnel in the plurality of VPN tunnels. The request is sent to a first system in the first cloud, which creates a first VPN tunnel according to a first set of requirements. The VPN manager receives events related to the first VPN tunnel. In response to the event, the VPN manager sends a change request including a second set of requirements to the first system. The first system coordinates the first VPN tunnel according to the second set of requirements.
