PROBLEM TO BE SOLVED: To allocate efficiently a limited number of telephone numbers to a browsing person who has accessed the web site, for allocating different telephone numbers to more browsing people.SOLUTION: A telephone number kinetic allocation system comprises: a web page providing part 24 for providing a web page containing a display of an inquiry destination telephone number on the basis of a browsing request from a browsing terminal 10; a session management part 25 for managing a session between the browsing terminal 10 and the web page providing part 24; a telephone number allocation part 26 for selecting any one of predetermined two or more first telephone numbers as an inquiry destination telephone number, and allocating the inquiry destination telephone number to the session; a browsing state determination part 28 for, on the basis of a browsing signal which is repeatedly sent during display of the web page by a description of data in the web page, determining a browsing state of the web page by the browsing terminal 10; and an allocation release part 27 for releasing allocation of the first telephone number with respect to the session on the basis of the browsing state.SELECTED DRAWING: Figure 1
