PROBLEM TO BE SOLVED: To provide a treating agent and a treating method capable of stably reducing hexavalent chromium to the environmental standard value thereof or below under every actual slag use condition, and also to provide a roadbed material and a method for construction thereof.SOLUTION: A molten iron dephosphorization slag is used as a hexavalent chromium-treating agent. The hexavalent chromium is treated by contacting an industrial waste or industrial waste water containing the hexavalent chromium with the above slag to make reduce the hexavalent chromium in the industrial waste or industrial waste water. A roadbed material is prepared by blending a crushed concrete waste and the slag. In a process of performing construction using the crushed concrete waste as the roadbed material, the use of the above blended roadbed material is effective.SELECTED DRAWING: Figure 2
