PROBLEM TO BE SOLVED: To provide a manufacturing method of a foam polyurethane elastomer capable of providing the foam polyurethane elastomer having excellent mechanical strength and flame resistance and a suppressed coarse cell, the foam polyurethane elastomer obtained by the manufacturing method and a buffer material obtained by using the foam polyurethane elastomer.SOLUTION: A foam polyurethane elastomer 1 is manufactured by injecting and foaming a polyurethane composition to a mold 5 to mold a foam layer 2 after molding a surface layer 3 on an inner surface of the mold 5. The polyurethane composition contains polyisocyanate and polyol, the polyisocyanate contains an isocyanate group terminal prepolymer obtained by a reaction of a polyisocyanate compound and a polyol compound having average hydroxyl group value of 20 to 200 mgKOH/g and having isocyanate group percentage content of 10 to 28 mass%, and an isocyanate index in the polyurethane composition is 70 to 90.SELECTED DRAWING: Figure 1
