A data recording unit of an LFC management device for performing management of LFC control on each of a plurality of electrical power systems having a generator and/or a storage battery system updatably stores, in advance, data corresponding to each of the electrical power systems. Measurement data is inputted from each of the electrical power systems, on the basis of input data corresponding to each system, into a plurality of input units. A plurality of calculation units calculate a demand-supply imbalance amount on the basis of the measurement data and system characteristics data for each of the systems. A plurality of allocation units calculate the allocation of the demand-supply imbalance amount to the generator and/or the storage battery system on the basis of the demand-supply imbalance amount, measurement data, and control data for each of the systems. A plurality of output units output control data for the generator or the storage battery system on the basis of the allocated demand-supply imbalance amount and output data for each of the systems. It is thus possible to provide an LFC function to a plurality of electrical power systems (systems).
