PROBLEM TO BE SOLVED: To provide an allocation calculation device, method, and program that implement optimum resource allocation for even an ambiguous traffic demand allowing a given range.SOLUTION: A resource allocation calculation device 100 for calculating a resource allocation so as to satisfy a user demand comprises: input means 101 to which a user demand having a designated allowable range with respect to an allocation request resource is input; calculation means 102 for calculating, under a constraint condition for keeping an allocation resource to be actually allocated with respect to the user demand be within the allowable range, the allocation resource by solving a mathematical optimization problem so as to minimize a penalty including a user demand penalty that increases as a difference between the allocation resource and the allocation request resource increases; and output means 104 for notifying a user's terminal of the allocation resource calculated by the calculation means.SELECTED DRAWING: Figure 4
