PROBLEM TO BE SOLVED: To provide a comprehensive monitoring device capable of supporting determination of priority for efficiently dispatching an operator to a plurality of buildings damaged by an earthquake and to provide a comprehensive monitoring program.SOLUTION: A comprehensive monitoring device includes an acquisition part to acquire data which is collected by a sensor installed in a plurality of constructions and which shows a vibration characteristic; and a determination part to determine dispatch priority derived from a determination result of damage degree of the construction based on the data acquired by the acquisition part.SELECTED DRAWING: Figure 9
