The invention provides a constraint apparatus, which can be reseted safely without a large tool, and an elevator. A case (16) includes a penetrating hole (20), which enables a first rod (17) to pass therethrough. The first rod (17) is arranged on a compensation belt wheel frame (13) and has thread teeth (17a) on the periphery. A clamping member (19) is screwed with the first thread teeth (17a) to clamp the case, and is arranged on the side opposite to the compensation belt wheel frame (13). In a horizontal section, when the clamping member (19) rotates with the first rod as axis, a zone, which is not overlapped with the penetrating hole (20) at any rotational angle, is formed at least on one part. The first thread teeth (17a) is arranged on the position that the clamping member (19) can be contacted with the case by screwing tightly the clamping member (19) when the case (16) is restrained on a constriant guide rail (15) by a constraint mechanism (A).
