PROBLEM TO BE SOLVED: To support purchase by users.SOLUTION: A privilege information storage unit stores privilege information in association with grant conditions indicating conditions of granting the privilege information to a user. A privilege information transmission unit determines whether to transmit the privilege information to a user terminal on the basis of the grant conditions stored in the privilege information storage unit. The privilege information storage unit further stores privilege information use conditions as information indicating conditions to use a privilege granted to the user. The privilege information use conditions include overlapping use conditions indicating whether to permit to use a corresponding privilege together with another privilege.SELECTED DRAWING: Figure 2
