PROBLEM TO BE SOLVED: To safely duplicate a secret key to be used for user authentication of a WEB service between user terminals.SOLUTION: A duplicable user terminal is limited to a secondary user terminal (100-2) registered in a state of being directly connected to a primary user terminal (100-1) as a user terminal registered at first to prevent the duplication of a secret key between the registered user terminal and an unauthorized user terminal. Furthermore, confirmation of whether or not the use of the terminal is suspended (code 3a), confirmation of a safety level of the duplication destination user terminal (code 3b), and collation between the safety level and an authentication policy of the WEB service (code 4a) are performed prior to duplication to prevent the duplication of the user terminal which is likely to be lost, the user terminal with a low safety level and the user terminal incompatible with a policy of the WEB service.SELECTED DRAWING: Figure 1
