PROBLEM TO BE SOLVED: To provide a carbon soot generator that can improve conductivity of carbon soot generated by aerial discharge.SOLUTION: A carbon soot generator 100 generates carbon soot from a carbon rod by causing aerial discharge between a pair of rod-like electrodes 101, 102 which are opposed to each other and at least one of which is the carbon rod, and includes: a container 107 that stores the electrodes 101, 102, and generates the carbon soot internally; and a discharge generation power source 113 that generates continuous aerial discharge between the electrodes 101, 102 in the container 107. Also, the carbon soot generator 100 has a heating mechanism 117 that heats the carbon soot generated by the aerial discharge, and imparts conductivity to the carbon soot.
