PROBLEM TO BE SOLVED: To perform an appropriate phoneme division by automatically detecting a background noise level.SOLUTION: A phoneme dividing device 10 includes: a first branch part 13 for branching a sound signal; a square circuit 16 for squaring one sound signal; a second branch part 17 for branching the square signal; a time constant circuit for sound 18 for smoothing one square signal by a time constant for sound of several 10 to several 100 ms; a square root circuit for sound 22 for computing the square root of a smoothing signal; a time constant circuit for background noise 20 for smoothing a rising of the square signal by a rising time constant at least 10 times larger than the time constant for sound and smoothing a time constant for fall of the square signal by a time constant for fall same as the time constant for sound; a square root circuit for background noise 24 for computing the square root of the smoothing signal; a comparison part 30 for comparing between the signal from the square root circuit for sound 22 and the signal from the square root circuit for background noise 24; and a gate circuit 32 for controlling transmission/non-transmission of the other sound signal according to a comparison result of the comparison part 30.SELECTED DRAWING: Figure 3
