The storage means is configured to store a portion of the encoded video data. the processing circuits are configured to determine a block level limit for the portion of the encoded video data stored on the storage media to determine that a coded block of the portion of the encoded video data stored on the storage media has a size that is equal to or greater than the limit to receive a syntax element that indicates that a portion of the coded block will be reconstructed using a coding tool to determine based on whether the coded block has a size which is equal to or greater than the limit that the syntax element applies to all samples in a series of samples included in the coded block, and to reconstruct the coded block based on the coding tool.
