Embodiments of the present invention provide a downlink control channel transmission method, a receive network element, and a send network element for improving beam measurement accuracy. a receiving network element obtains dci of destination downlink control information from a first destination control channel candidate in a destination control channel candidate set, where the destination dci is dci of the receiving network element and the destination control channel includes one or more ccegs control channel element groups; the receiving network element determines, based on the target dci, an amount of measurement reference signals and a time frequency resource corresponding to each measurement reference signal; the receiving network element measures each metering reference signal to obtain channel quality information corresponding to each metering reference signal; and the receiving network element communicates the channel quality information corresponding to each metering reference signal to a sending network element.
