A controlled-release hydrophilic formulation comprising pregelatinized starch, one or more active ingredients, hydroxypropylcellulose and optionally hydroxypropylmethylcellulose, and optionally pharmaceutically acceptable formulation agents. The starch content of the formulation is 5 to 15% by weight, the hydroxypropylcellulose and optionally the hydroxypropylmethylcellulose have a viscosity of 150 to 100,000 mPa.s, the hydroxypropyl cellulose by weight is 25 to 62% by weight. and the weight fraction of hydroxypropyl methylcellulose is 0-16 wt%.
