The invention relates to modular sound-insulating and sound-absorbing panels in composite structure with multi-frequency selectivity, to be used in constructions for absorbing the noise of urban traffic, the panels having a main core made of boards of recycled rubber granules in polyurethane binding matrix combined with mineral wool boards or wood-waste based boards. According to the invention, the panels are made in two constructive versions: a. a face (1) of 1.0 mm-thick zinc-plated steel sheet having circular perforations with a diameter of 6.5 mm placed at intercalary pitch of 10 mm, a 20 mm-thick air gap (2), a sound-absorbing layer of mineral wool with a density of 80 kg/mand a thickness of 30 mm, a sound-insulating and sound-absorbing board (4) based on rubber waste embedded in polyurethane matrix with a thickness of 30 mm, a sound insulating board (4) made of wood wastes, having a thickness of 12 mm, a density of 640 kg/mand a mass of 77 kg/m, a 20 mm-thick air gap (5), followed by a face (6) of 1.0 mm-thick zinc-plated steel sheet without perforations; and b. a face (1) of 1.0 mm-thick zinc-plated steel sheet having perforations with a diameter of 6.5 mm intercalated at 10 mm, a 20 mm-thick air gap (2), a sound-insulating and sound-absorbing board (4) based on rubber waste embedded in polyurethane binding matrix with a thickness of 30 mm, a sound insulating board (4) made of wood wastes, having a thickness of 12 mm, a 38 mm-thick air gap (5), and a face (6) of 1.0 mm-thick zinc-plated steel sheet without perforations, where the sound-insulating and sound-absorbing boards based on recycled rubber granules in binding matrix are made of 95% recycled rubber and 5% polyurethane adhesive resin, the rubber granules having sizes in the range of 1...8 mm.
