Procedure for carrying out a space surveillance system in LEO areas of the Earth's orbit comprising a stage of arrangement and networking of optical surveillance systems on the surface of the globe according to an appropriate network to offer a daily effective cycle of the 24 h system and a revisit duration chosen from the observed LEO zone, in which a latitude positioning of the optical systems according to privileged latitudes is defined for the aforementioned network based on the types of orbit to be monitored, and are foreseen : - sites of high latitudes 50º North or South, - sites of the mid latitudes between 30º and 50º North or South, - sites of latitudes below 30º near the tropics and subtropics, - a selection of sites that offer a spacing in length around 20º or less and characterized in that the arrangement and networking of optical surveillance systems on the surface of the globe s and are carried out according to the following steps: - a positioning in length of the optical systems is defined from a calculation by means of a computer of the revisit durations of each point of the globe, - the arrangement of the optical systems is optimized according to a computer analysis of the meteorological statistical conditions at the intersection level of the aforementioned latitudes and longitudes to obtain a maximum duration of the system's revisit at the most equal to one week, - the optical systems are arranged in the nodes of the network constituted according to the aforementioned positions in latitude and longitude according to an appropriate step to respect the aforementioned maximum revisit duration.
