A server for managing network traffic downloaded from a wireless cellular network to a network based on D2D contention from device to device, the server comprising: a processor; and a D2D containment manager comprising instructions that, when executed by the processor, manage communications between user equipment, UE, (113, 114) in the D2D containment-based network, at least two of the configured UEs to communicate selectively through a central network (126) of the wireless cellular network and, through the D2D containment-based network, the D2D containment manager is configured to: define a first set of links in the network based on D2D containment; for each link in the first set, calculate a link cost corresponding to a conflict with one or more links in the first set; in order of uplink cost, evaluate each link in the first set to select a second set of links from the first set which, once activated, increases the sum of the performance of the data packets communicated between the UEs (113, 114 ); and communicate a message to the UEs (113, 114) to activate the second set of links during a download period.
