An administration system for administration of ophthalmic solutions to the eye, comprising: a first sponge device for preparing the ocular surface comprising a handle and a head of absorbent sponge material and fast capillary action attached to the handle, where the head is configured to expand from a first configuration having a first shape and dimensions when dry to a second configuration having a second shape and dimensions when wet, at least the second configuration being generally rounded and without sharp edges and comprising a surface for preparing epithelial tissue to rub across the surface of the epithelium of an eye to prepare the surface for penetration of ophthalmic solutions; and a second loading sponge device, of absorbent sponge material and fast capillary action, comprising a circular disk-shaped sponge of a predetermined diameter that has greater flexibility when moistened and loaded with an ophthalmic solution, and is configured to cover at least the corneal part of the eye and to assume the curvature of the underlying ocular surface when moistened with the ophthalmic solution and placed centrally on the eye to load the ophthalmic solution into the eye after preparation of the epithelium with the first sponge device.
