A method for processing video data comprising: receiving (410) encoded video data having a plurality of output operation points; extracting (415) an output operation point selected from the plurality of output operation points, the selected output operation point being a sub-stream of bits of a complete bit stream; and in response (420) to the selected output operation point corresponding to one of a complete bit stream with only the base layer to send, and a temporary subset of the complete bit stream with only the base layer to send, perform (430 ) a first bit-flow conformity test at the selected output operation point, the first bit-flow conformity test based on a set of hypothetical reference decoder (HRD) sequence level parameters in a set of sequence parameters (SPS) active for the base layer, and one or more non-nested supplementary enhancement information (SEI) messages, each of the non-nested SEI messages of one or more non-nested SEI messages being directly included SEI network abstraction layer unit (NAL), in response (440) to the selected output operation point corresponding to one of a set of layers specified by a parameter set tros video (VPS) based on an active VPS and a temporary subset of the layer set with only the base layer to be sent, perform (450) a second bit flow conformance test at the selected output operation point, the second bit flow conformance test being based on a set of sequence level HRD parameters in the base VPS and directly nested SEI messages, the directly nested SEI messages being directly included in the scalable nesting SEI messages, and in response (460) to the selected output operation point corresponding to one of a set of output layers (OLS) specified by a VPS extension of the active VPS and a temporary subset of the OLS, perform (470) a third conformity test bit stream at the selected output operation point, the third bit flow conformance test based on a sequence level HRD parameter set in the active VPS and indirectly nested SEI messages, the indirectly nested SEI messages being included in the bit stream split nesting SEI messages, the bit stream split nesting SEI message being included in a scalable nesting SEI message .
