A kind of locomotive air braking control system responds the punishment brake request from external system and based on monitoring that the train braking for applying variable quantity with calculated parameter is horizontal, to enforce the train condition of definition. The system may include minimum acceptable train braking, further apply train braking in order to prevent and the condition realized and the maximum train brake level to be applied in response to the request. Alternatively, which can brake according to the threshold value of the definition of interested train behavior variable (such as speed or deceleration) to be applied with staged level. The system, which can be configured as, incrementally applies and discharges train braking during adaptive punishment, and the level of braking can also be adjusted according to the stopping power of calculated train.
