The invention discloses a method of allocating uplink and downlink resources in 5G Massive Internet of Things. The method comprises the following steps: 1) A base station divides all user terminals that are connected to the 5G Massive Internet of Things into several coverage types according to channel information; 2) When the user terminal selects a random access resource RACH to initiate a random access request to a base station, the base station receives the random access request sent by the user terminal, and allocates corresponding frequency domain and time domain resource to the user terminal according to the coverage type of each user terminal, transmits the allocating results to user terminals to complete the allocation of uplink and downlink resources in the 5G Massive Internet of Things. The method can effectively alleviate the problem of user terminal access congestion in the network of 5G Massive Internet of Things.
