An intelligent city information publishing system and method, the method comprising: collecting infrared thermal imaging maps of the interior of a high-rise building, and reporting the location, the name, and the infrared thermal imaging maps of the high-rise building to an information publishing platform; the information publishing platform calculating, when it is determined that there is a fire hazard inside the high-rise building according to the infrared thermal imaging maps, a straight-line distance between the real-time location of each monitored vehicle and the location of the high-rise building; if it is determined, according to the straight-line distance between the real-time location of each vehicle and the location of the high-rise building, that there is a target vehicle having a straight-line distance from the location of the high-rise building which is less than a specified threshold value, and if it is estimated according to the movement trail of the target vehicle that the target vehicle is moving toward the location of the high-rise building, sending to the target vehicle fire alarm information comprising the location and name of the high-rise building. The invention may utilize vehicles to widely issue timely fire hazard alarms, and informs those outside in a timely manner that there is a fire hazard in a certain high-rise building, avoiding large economic loss.
