Provided are a garment refresher and a garment refreshing method. The garment refresher comprises a container (1), a condensation device (2), and a drying device (3). The condensation device (2) is provided at one side of the container (1). The condensation device (2) comprises a condensation duct (21) communicating the interior and exterior of the container (1) and a condensation component (22) provided inside the condensation duct (21). An air inlet (211) of the condensation duct (21) is in communication with the interior of the container (1). An air outlet (212) of the condensation duct (21) is in communication with the exterior of the container (1). A first suction fan (23) is provided at the air inlet (211) of the condensation duct (21). A condensed water outlet (24) is formed at the condensation duct (21). The drying device (3) is provided at the bottom of the container (1). The drying device (3) has a drying duct (31) and a heating component (32) provided inside the drying duct (31). An entrance (311) and an exit (312) of the drying duct (31) are provided at the bottom of the container (1) and spaced apart from each other. A second suction fan (33) is provided at the entrance (311) or the exit (312) of the drying duct (31). The garment refresher can increase a speed of drying garments and lower a temperature of and a water content in the discharged steam.
