An organic matter multistage utilization device according to the present invention is characterized by being provided with: a cylinder 10 including an introducing unit 11 and a removing unit 12; a screw 20; a temperature adjusting unit 13; a water content discharge pressure regulating unit 14; a gas discharge pressure regulating unit 15; and a liquid separator 16; wherein a shearing portion 21 for pulverizing introduced matter using the screw 20, and a compressing portion 22 for compressing the introduced matter that has been pulverized by the shearing portion 21 are formed in the cylinder 10, and a solid obtained by removing excess water content and pyrolysis gases from the introduced matter is discharged by the removing unit 12, thereby enabling manufacture of products ranging from fuel to functional composite materials, in relation to highly energy efficient multistage utilization of organic matter.
