This biometric antenna device is provided with: an electroconductor layer (401) that faces a site (90) to be measured in order to emit and/or receive radio waves; and a dielectric layer (402) having a predetermined relative permittivity and attached along an opposing surface (401b) facing the site (90) to be measured, of the electroconductor layer or of a base material on which the electroconductor layer is mounted and which extends in parallel with the electroconductor layer. In a state where a second surface (402b) of the dielectric layer (402) on the side opposite a first surface (402a) running along the electroconductor layer (401) comes into contact with an outer surface (90a) of the site (90) to be measured, the dielectric layer (402) maintains a fixed distance between the outer surface (90a) of the site (90) to be measured and the electroconductor layer (401).
