In a state where a second surface (402b) of the dielectric layer (402) on the side opposite a first surface (402a) running along the electroconductor layer (401) comes into contact with an outer surface (90a) of the site (90) to be measured, the dielectric layer (402) maintains a fixed distance between the outer surface (90a) of the site (90) to be measured and the electroconductor layer (401).
