Embodiments of the present specification disclose a refueling, refueling billing and refueling payment method, a device, and an electronic apparatus. The method comprises: a refueling apparatus acquiring license plate information of a current vehicle waiting to refuel and sending the license plate information to a payment server; the payment server determining a payment account bound to the license plate information; and using the payment account to bill the vehicle for the cost of fuel provided by the refueling apparatus, wherein confirmation by a payment client corresponding to the payment account is required before refueling begins.
