Provided is a paper sheet processing device with which paper sheets can be processed with no reduction in processing efficiency even when information cannot be read from a header card. This paper sheet processing device sequentially processes paper sheets constituting paper sheet groups having one or more paper sheet sets having first paper sheets and second paper sheets to which first identification information has been assigned, the device comprising: an identification unit for reading the first identification information from the processed paper sheets; and a control unit for generating second identification information associated with the processed paper sheets in a situation where a prescribed condition is satisfied while the identification unit is unable to read the first identification information from the processed paper sheets.
