Provided are a medical payment system and method based on dynamic short message encryption. The method comprises the following steps: receiving first specific information and first encryption and decryption algorithm information sent by a mobile terminal via a short message; according to the first encryption and decryption algorithm information, invoking a corresponding encryption and decryption algorithm to parse the first specific information; receiving second specific information and second encryption and decryption algorithm information sent by a merchant terminal via a short message; according to the second encryption and decryption algorithm information, invoking a corresponding encryption and decryption algorithm to parse the second specific information; and when the first specific information is consistent with the second specific information after comparison, transferring, from a bank account of a user using the mobile terminal, a corresponding payment amount in the first specific information to an account of the merchant terminal, so as to complete payment. By implementing the present invention, network payment can still be realized by means of short message confirmation, even when a network connection is interrupted, and the content of a short message is dynamically encrypted, thereby improving the information security of medical data.
